Walter Frank Perkins (1865-1946) was the son of Walter Perkins. He collected books on agriculture and donated his collection to Southampton University, where it is now held as the Perkins Agricultural Library. He was an surveyor and estate manager in his father's business, and later MP for the New Forest. He was Honorary Treasurer of the University College from 1928 to 1933 and involved with its campaign for university status. He wrote British and Irish Writers on Agriculture (1929).

Refers to his preservation of the notebooks of the Reverend Henry Comyn, who carried out a census of Boldre in 1817 - Perkins used some of this material in his own history of Boldre in 1927.
