Gloria Dorothy Hooper was born in Hill Lane in 1939. She attended La Sainte Union and took her law degree at Southampton University. She later studied international law at the university in Quito, Ecuador. She was an active supporter of the Conservative Party and in 1979 won the Liverpool seat at the European elections and held it until 1984. In 1985 Margaret Thatcher made her a life peer with the title Baroness Hooper, of Liverpool and St James's in the City of Westminster. She became a Government Whip in the same year. In 1987 she became Parliamentary Under Secretary of State at the Department of Education and Science.
